I have ocean exports from Dallas to Rotterdam. My OBL says “place of receipt: Dallas, Tx” Port of export: Houston, Tx. My understanding is that export shipments are Constitutionally exempt from taxes. However, if goods are sold from company A in the U.S. (Texas) to Company B also in the U.S. (California) and the goods are to be exported by Company B to let’s India, are goods subject to Sales Tax?
