The Bureau of Industry and Security (BIS) and the Office of Foreign Assets Control (OFAC) regulate exports from the United States. When exporters make a mistake or intentionally disobey regulations, they are subject to statutory penalties.
The agencies have sliding scales of responses that range from mere warnings to criminal prosecution. The severity of the penalty depends on a variety of factors but can be drastically different if the agency finds that the exporter committed criminal activity while disobeying the regulations.
