About Our Speaker Stephen Hall

Stephen Hall is a native of South Dakota who graduated from Vermillion High School and the University of South Dakota. Stephen Hall has recently retired from the Bureau of Industry and Security (BIS), U.S. Department of Commerce. His duties included outreach programs for the Export Control Reform Initiative, technology transfers, and deemed export activities. He served as the Federal Designated Officer for the Emerging Technology and Research Advisory Committee which provides recommendations on the export control implications of technologies being developed. Prior to his time at BIS, Mr. Hall was with the Export Control and Related Border Security Program of the U.S. Department of State. In this capacity, Mr. Hall was involved in establishing export control organizations with governments in Afghanistan, Pakistan, Kazakhstan, Turkmenistan, India, Vietnam, the Philippines, Republic of Korea, Croatia, Bosnia and Herzegovina, Macedonia, Serbia, Kosovo, Moldova, Morocco, Albania, and Armenia.

Mr. Hall served as the Export Compliance Officer for the Boeing Company’s Missile Defense Program where he was involved in International Traffic in Arms Regulations (ITAR) regulations and licensing with Boeing’s numerous overseas research and development facilities. Prior to Boeing, Mr. Hall was the Director of the U.S. Export Assistance Center in Baltimore, Maryland which is part of the International Trade Administration, U.S. Department of Commerce. He also served at the U.S. Consulate in Sydney and the U.S. Embassy in Canberra, Australia.

Mr. Hall received a BA in government at the University of South Dakota and an MA in international studies at West Virginia University.
